Addington Conservation Area Review Consultation

Why are we doing this?

Croydon Council is consulting on proposals following a review of Addington Village Conservation Area. 

The review of the conservation area has identified boundary amendments that would better reflect the area’s special architectural and historic interest.  Following this review, the council is proposing to adopt:

  • A new Conservation Area Appraisal and Management Plan (CAAMP).
  • Changes to the conservation area boundary to include Addington Palace and Parkland (including Roxton Gardens), and to remove areas of modern development that do not relate to the historic development of the area.  The name is proposed to be changed from Addington Village Conservation Area to Addington Conservation Area to reflect inclusion of the Palace and Parkland.
  • Inclusion of the former stables (Addington Palace Golf Clubhouse) and Stable Lodge on the council’s Local List of Buildings of Architectural or Historic Significance.

The CAAMP will be adopted as an SPD (as defined by the Planning and Compulsory Purchase Act 2004 (as amended) and the Town and Country Planning (Local Planning) (England) Regulations 2012) to give it weight as a material planning consideration when determining planning applications. Once adopted, Addington CAAMP will supersede the existing Conservation Area Statement which was issued in 1996. The statement is outdated and did not provide sufficient information regarding the historical development of Addington or the significance of the conservation area. This Appraisal and Management Plan will address this.

Formal consultation on these proposals will take place between Thursday 18 April – Thursday 30 May 2019. A public consultation event will be held at Addington Church Hall,  Addington Village Road, Croydon, CR0 5AS on Thursday 9 May 2019 between 16:00 and 20:00. During this event, there will be further information and council officers on hand to answer questions. A public meeting will start at 18:30.

The consultation display will also be available to view at Croydon Clocktower between 11 and 18 May.

Economic Growth Strategy Survey

Why are we doing this?

Croydon is in the middle of a major physical transformation and entering a new era of huge growth. Croydon Council is developing a new economic development strategy to create new opportunities, jobs and homes to improve lives of our existing and future communities and businesses. 

Over the next few months we will be working with our stakeholders across Croydon to establish whether the council is aiming for the right outcomes and if stakeholders believe that we are taking the right approaches to delivering them. Why are we doing this?

Parking affects almost everyone that lives, works or visits Croydon. The competition for road space from pedestrians, cyclists, vehicles and parking is growing, in particular in areas where new homes are being built and outside schools.

The draft parking policy sets out the aims and objectives for 2019 to 2022 for parking services; to manage the demand, improve air quality in Croydon by encouraging less reliance on cars and the use of lower emitting vehicles, and improving safety outside the borough’s schools.

Why are we doing this?

We want Croydon to be a healthy, safe and great place to live and we have duties as laid out in the legislation including the Care Act, 2014 to provide support to those who may need it and / or are eligible.

We want to ensure equity and fairness in the distribution of our resources and like all councils, we are finding it hard to balance the budget as national funding for council services reduces further and more people need care and support across the adult population.

In order to ensure we are supporting and protecting our most vulnerable residents we are exploring new ways to deliver services and address our financial challenges.

The purpose of the consultation is to hear your views on a number of changes we are proposing to make to our adult social care charging policy.  It is also important for us to understand how these proposed changes could impact you before making any decisions.

This consultation will help us to explore the impact of proposals to change the charging policy for adult social care. The consultation process helps the council understand the impact before making decisions and welcome your views.

Pre-publication Consultation on the proposed closure of St. Andrew’s CofE High School

Why are we doing this?

St. Andrew's Church of England High School is a voluntary aided mainstream school for children aged 11 to 16 and is part of the educational provision of the Southwark Diocesan Board of Education and the London Borough of Croydon. The school is located at Warrington Road in Croydon.

St. Andrew's Governing Board, in consultation with Croydon Council and the Southwark Diocesan Board of Education have agreed to commence the stautory process for proposed closure of the school in August 2020.

In line with the Department for Education’s (DFE) guidance Opening and Closing Maintained Schools (2018), the council will now conduct a pre-publication consultation. The Council may proceed to a formal consultation.. After fomal consultation, a decision will be made by the Council with regards to closure.

Chaffinch Brook Flood Alleviation Study

Why are we doing this?

The Chaffinch Brook catchment is a complex system of rivers and ordinary watercourses. While flooding cannot be completely prevented, in order to manage it better it is important to understand how and why it happens. AECOM, a consultancy is conducting a study on behalf of Croydon Council and Bromley Council that will look into the causes and impact of flooding. By collecting data about flood risk from people who live/work/visit the study area, we will endeavour to identify potentially affordable and viable solutions that could improve the management of the flood risk.

Community Toilet Scheme

Why are we doing this?

Under the current provision of toilets in the borough, there are two disability compliant toilets which also have baby changing facilities. We are proposing a community toilet scheme (CTS) that not only makes wider provision under the Equality Act 2010 but also provides more baby changing facilities. 

As part of a wider cost saving initiative the introduction of a community toilet scheme (CTS) would save the council around £75,000 per year.
