The council wishes to engage with residents, existing social housing tenants, housing associations, voluntary and community groups to find out what they think of its proposals to reduce homelessness.

We are proposing to change the following in relation to Croydon's housing register:

  1. To give a higher priority to people that respond to help offered by the Council's Gateway & Welfare Service to prevent their homelessness. For example, by accepting an offer of private rented accommodation and receiving support, and avoiding long stays in temporary accommodation.
     
  2. Ensure that council and housing association homes are given to people that have lived in the borough for at least three years (the current rule is one year) unless exempt.
     
  3. Introduce an online bidding system for council and housing association homes, called "Choice Based Lettings". This would mean that people that have applied for housing and placed on the waiting list would "bid" for homes online rather than waiting for the council to make them an offer of a new home.  Choice based lettings enables people to make decisions over where they live, to exercise choice, and help promotes community cohesion.

The responses we receive will be analysed and will inform the consultation which will assist the Council in deciding whether or not the proposals to change the housing waiting list rules are amended and/or into practice.

The proposals aim to make our roads safer and more pleasant. They also aim to encourage sustainable and safer modes of transport such as walking and cycling.

Ashburton Park and the Pavilion - Share your views

The Council wants to revitalise Ashburton Park and breathe new life into this Historic Park and Garden. We aim to re-establish Ashburton Park as an inclusive, accessible and vibrant Village Green, one which celebrates the heritage and character of the local area, the parks environment and its historic buildings. This will be delivered through improvements to the grounds and renovation of important park assets like the locally listed former convent/library, the Lodge and kiosk pavilion, in order to bring these buildings back into use, to add more diversity and vitality to the park.


Rejuvenating this 18½ acres Park will help it to become a key destination, offering a broad choice of leisure and recreational activities and events, supported by good quality open space, better facilities and refurbished accommodation, helping to create a community hub in the park. The regeneration of Ashburton Park will also support priorities for health and wellbeing, growth, learning, and social value, which together will help to stimulate the local economy and provide greater opportunities for the wider community.

The Croydon Local Plan: Strategic Policies was adopted in April 2013 and sets a vision and framework for the planning of the borough up to 2031. A Partial Review of the Strategic Policies has been undertaken to ensure the borough has an up to date development plan to 2036 and to take account of the Further Alterations to the London Plan, which has increased the borough’s housing requirement. The Partial Review also includes updated evidence on employment policies, community facilities and a move from Local Areas of Special Character to Local Heritage Areas. 

 
The Croydon Local Plan: Detailed Policies and Proposals will provide greater planning policy detail to the Strategic Policies, setting out development management planning policies and site allocations for a range of land uses to meet the borough’s growth needs to 2036. The Detailed Policies and Proposals will also ensure a continued focus on the 16 Places of Croydon outlined in the Croydon Local Plan: Strategic Policies. The focus on the 16 Places of Croydon provides detailed context to important and valued character, functions and opportunities for each Place. Once adopted, the Detailed Policies and Proposals will replace the currently saved policies of the Unitary Development Plan (2006).
