Consultation on changes to Croydon’s care leavers' council tax reduction scheme
Croydon’s current care leavers' council tax reduction scheme (also known as the care leavers' relief scheme)
The council currently supports care leavers who are responsible for paying council tax (the liable person) by providing a 100% reduction for their council tax from age 18 to 24. Our proposals do not include any changes to this.
This support extends to households where a care leaver lives but is not the liable person to pay the council tax, for example, where the landlord pays the council tax.
Croydon care leavers aged 18 to 24 who live out of the borough also receive a 100% reduction in council tax with the council paying it as the corporate parent. Our proposals do not include any changes to this.
Croydon also currently gives a 100% reduction of council tax to care leavers who come to Croydon from another borough.
Our proposed changes
We are proposing to remove the discount for households where care leavers live, but they are not the person liable for council tax. These households would be encouraged to apply for Council Tax Support if they need help paying their council tax.
We also propose stopping the 100% reduction for care leavers who come to Croydon from another borough. If these care leavers do not receive support from the borough/corporate parent they have come from, and need help paying their council tax they will be encouraged to apply for Council Tax Support
