Croydon Healthy Neighbourhood's Public Consultation & Engagement

On 30 September 2022, the council has introduced 7 healthy neighbourhood schemes, that provide greater motorised access to residents, carers, licensed taxies, emergency services and others. The schemes have been implemented under Experimental Traffic Management Orders (ETMOs) effective from 30 September 2022 for a maximum period of 18 months.

The benefits of installing schemes in this way are:

  • Allows for a six-month period to receive objections
  • Allows the council to amend and improve the scheme in response to objections received during the 6-month objection period
  • Allows the council to monitor air quality and traffic flows
  • Allows the council to review all the objections and data before reaching a decision on retaining, replacing, or removing the experimental scheme towards the end of the 18-month trial period.

6 month - ETMO objection period:

The first 6 months (30 September 2022 - 30 March 2023), of the 18 month experiment is known as the 'ETMO objection period', during which anyone affected by the schemes can submit an objection to the council.

The council is keen to hear your views on the scheme(s) you are most impacted by. You can submit an objection by completing the relevant ETMO objection form, which can be found towards the bottom of this page by 30 March 2023.

Further Engagement:

The council wants to work with local people to understand what other improvements we can make so that your neighbourhood is a more pleasant, safe and healthy place to live. We will therefore be arranging several events during October and November so that residents can share their views and suggestions such as how to make streets easier to cross, how to make them more attractive (for example with trees or other planting), dealing with inconsiderate or illegal parking, and making it easier to park cycles – to name a few. These events will include community street audits (walking/wheeling around the neighbourhood to look at specific issues and opportunities), drop-in sessions, and possible follow-up meetings (‘co-design workshops’) on ideas for improvements.

Healthy Neighbourhood Permits/Exemptions:

If you haven’t already done so, apply now for a free exemption permit to avoid a Penalty Charge Notice (PCN).

It is important to note that all properties within a healthy neighbourhood remain accessible by the motorists who do not have an agreed permit or exemptions. This just means using an alternative route to reach the desired destination.

The council will provide exemption permits free of charge to local residents and some other motorists. Local residents can apply for up to three permits per household. Applications for exemption permits opened on 5 September 2022, and you can learn more about exemption permit types and apply for a permit by visiting www.croydon.gov.uk/healthyneighbourhoods
